Capital Improvement Manager, Public Works Department
2009 to Present
Manage capital improvement program and budget. Oversee planning, design, and
construction of 150 projects with $130 million budget; supervise staff of 20-25
professionals including PEs, transportation planners, engineering technicians,
architects, project managers, construction managers and inspectors. Major projects:
§ Planned and managed West Capitol Avenue Project, transportation investments
designed to really change the nature of the surrounding community; this is the
§ signature downtown corridor for West Sacramento. Includes planning streetcar.
Secured state and federal funding for $8M modification of former freeway to
§ major arterial with two signalized intersections.
Awarded $35M in construction contracts during 2010 including road
rehabilitation, basic infrastructure and street improvements in riverfront
§ redevelopment area, construction of transit center.
Simultaneous construction of three city projects, coordinated with two additional
projects constructed by other agencies, on a 4-acre site.

2003 to 2009
Managed variety of planning and development projects and policy initiatives for
dynamic redevelopment program. Worked with private sector, members of public,
and elected officials to take major projects through planning, design, negotiations,
and approval. Major accomplishments:
§ Raley’s Landing Development Agreements: negotiated entitlements and
shepherded environmental review for 850,000 sf of high rise office, a hotel, 800
residential units and ancillary retail along the Sacramento river; resulted in
§ construction of $276M headquarters building for pension fund.
Streetcar Study: managed a multi-agency partnership in gaining funding for and
conducting a feasibility study, preliminary engineering, and environmental review
§ for streetcar line linking Sacramento and West Sacramento.
West Capitol Avenue: Managed strategic and master planning for revitalization of
§ a former state highway. Played key role in winning $7M grant for construction.
California Indian Heritage Center: successfully worked through a contentious
public process to negotiate agreements for a state park and museum on agency§
owned property.
Parking Plan: produced a comprehensive policy and financial plan for managing
parking demand and building structured parking in city’s highest density
development areas.

Supervised and directed real estate acquisition, management, and development for
public transit agency during major expansion period. Led station area land use
planning efforts. Structured deals and negotiated acquisitions, joint development
